Project entry Hubert Bals Fund

Please note that the regulations and applications procedure of the Hubert Bals Fund for project entries have recently changed.

Due to a decrease in the available budget, the HBF has reviewed its policies and regulations for 2014. Therefore, not all funding categories will be open for applications these coming rounds. Please note that:
  • for the 2014 Spring selection round, the HBF is only considering applications for Script and Project Development.
  • for the 2014 Fall selection round, the HBF will only take into consideration applications for Script and Project Development and Postproduction/Final Financing.
The next deadline for project entries is 1 August 2014.

STEP 1: Rules and regulations

1.1 General rules

  • The Hubert Bals Fund gives financial support twice a year
  • The application form will be available 1 week before the deadline
  • Next application deadline is 1 August 2014
  • The complete dossier for Script & Project development needs to be available for submission at the time of applying
  • Incomplete applications will not be taken into consideration
  • It is essential that the filmmaker is a citizen and lives and works in a developing country mentioned on the DAC-list. Please note: the DAC-list has been updated!
  • Application materials and subtitles should be in English
  • Applications can only be submitted in the same category more than once when specifically invited to do so
  • The selection committee's decisions can not be appealed


1.2 Selection criteria

Although the Fund has no rigid rules and each individual project will be judged on its own merits, there are certain limits to the field in which the Hubert Bals Fund operates.
  • The prime consideration of the selection committee are the artistic qualities of an application
  • The country of development and production should be on the DAC-list
  • The entry should be original, authentic and rooted in the culture of the applicant's country
  • The project should contribute to the development of the local film industry and the local filmmaking skills
  • The Fund only participates in projects that have strong possibilities to succeed in gathering the rest of their financing. Applicants who approach the Fund should have other interested partners in place
  • The Fund is restricted to the support of feature films and creative feature-length documentary projects with theatrical potential. Shorts, documentaries and films specially made for television will not be taken in consideration. Creative documentary applications are only accepted for the Post-production category. Possible support for documentaries should be addressed to the IDFA Bertha Fund of the International Documentary Festival Amsterdam


1.3 Categories

The Fund grants support in different phases in the development of a film.
Please note that for the 2014 Spring selection round, the Fund is only considering applications for Script and Project Development. For the 2014 Fall selection round both applications for Script and Project Development support and Post-production Funding will be accepted.

  • Script and Project Development
A Script and Project Development grant can be used for the further development of the script (e.g. research, writing, translation or hiring a coach or script consultant) but can also be used to present the project to financiers or other potential partners at (international) co-production meetings or film festivals. The maximum contribution for script and project development is 10.000 Euro.

From 2013 on, the selection procedure for Script and Project Development applications, is divided into 2 phases for a more efficient process and quicker answer:

Phase 1 of application:
After you have read and understood the Hubert Bals Fund’s Rules & Regulations, login to MyIFFR. From one week before the deadline the Hubert Bals Fund Application Form will be available in MyIFFR. This deadline cannot be extended. Applications can only be processed if all necessary information has been submitted online. The Application Form will be available up until 2 days after the deadline.

The Form will allow you to include detailed project information. For an overview of what information is requested, see our Frequently Asked Questions section. It is not possible to edit the Form after you have submitted it to the HBF, so please be thorough and careful when filling out.

One month after the deadline the HBF selection committee will reach a decision on all submitted Script & Project Development applications. You will receive notification through e-mail if your project was pre-selected or not. It is not possible to appeal the committee’s pre-selection decisions.

Phase 2 of application: If your project is pre-selected you are given one week to submit your complete dossier (PDF or Word document) and include previous work (online streaming). It is not possible to extend this one week period.
For the Spring 2014 selection round (deadline 1 March 2014) the selection committee will reach their final decision on all pre-selected projects by mid May 2014 and you will be notified by e-mail.


  • Post-production Funding (Fall selection round only)
A post-production grant can be used for various activities in the post-production process (e.g. editing, colour grading or sound mixing). Please note that in return for its post-production support, the Hubert Bals Fund requests that the world premiere of the film takes place at International Film Festival Rotterdam. Also, the Fund requests the film's distribution rights for the Netherlands, Belgium and Luxembourg. The maximum contribution in this category is 20.000 Euro.

From now on, we strongly prefer to receive rough cuts (English subtitled) online, as an URL to an online streaming platform.

Applying: After you have read and understood the Hubert Bals Fund’s Rules & Regulations, login to MyIFFR. From one week before the deadline the Hubert Bals Fund Application Form will be available in MyIFFR. We need to receive your filled out Form, dossier and rough cut ultimately 1 day after the deadline.

When applying for the Post-production category, the Form will allow you to include detailed project information: for an overview see our Frequently Asked Questions section. It is not possible to edit the Form after you have submitted it to the HBF, so please be thorough and careful when filling out.

Before submitting the Form, please include the URL to an online streaming platform (such as Vimeo, YouTube) where we can stream your rough cut and upload your dossier for Post-production in MyIFFR.
